Management Profile: Technest Holdings, Inc.
Dr. Joe Mackin, Technest Holdings CEO/Director
Dr. Mackin has had an extensive career in DoD Research and Development and
Program Acquisition. He has served as the program manager for the Army's Second
Generation Thermal Imager (FLIR) and as the Technical Director for the Deputy
Undersecretary of Defense for Science and Technology Smart Sensor Web Program,
as well as leading various other programs
Dr. Mackin has also served on various Graybeard panels, as well as two National
Academy of Science panels on the use of DoD technology for Homeland Defense. He
holds a BS degree in Engineering from the United States Military Academy, a MS
in Physics from the Naval Post Graduate School, and a PhD in Physics from MIT.
Gino Pereira, Technest Holdings CFO/Director
Mr. Pereira has over 20 years of financial and operating experience in a variety
of industries and environments. This includes multiple engagements with startup
firms, and working with Williams Holdings PLC, a multibillion-dollar
international conglomerate. He has significant experience with SEC financial
reporting and auditing criteria.
Major General (Retired) David Gust, Technest Holdings Director
Mr. Gust has an extensive and distinguished career in the U.S. Army, serving in
project management positions and Program Executive Officer Positions. He has
also served as the US Army Deputy Chief of Staff for Research, Development and
Acquisition, Army Materiel Command. Upon retirement from the US Army Mr Gust
served as the President and CEO of TAMSCO, a sophisticated provider of
engineering services to the US Army and helped to grow the company significantly
during his tenure.
Robert Doto, Technest Holdings Director
Mr Doto is a retired member of the US Government Senior Executive Services
having held positions as the Director of the U.S. Army Communications and
Electronics Command Engineer Center (CECOM RDEC) with over 1700 employees under
his supervision; and also having served as the US Government Project Manager for
Joint Computer-Aided Acquisition and Logistics Support.
Darlene Deptula-Hicks, Technest Holdings Director
Ms. Hicks brings extensive experience in finance, corporate governance and
operations having served as a director of ICRP, a publicly held biotech company,
Vice President and Chief Financial Officer for ONI Medical systems, and having
successfully led an IPO and multiple venture capital financing activities.
Larry Bramlette, EOIR Technologies Inc. COO
Mr. Bramlette, a graduate of the US Military Academy with a degree in
Engineering, has served in various positions in EOIR over an eleven year period.
Presently he serves as Chief Operating Officer, responsible for the day-to-day
operations of EOIR in support of the President. As manager of the NVESD Low Tech
Contract, he personally supervises technical cell leaders in the performance of
over 61 active Delivery Orders with a funded value of over $180,000,000. He is
responsible for interfacing with the various NVESD Directors and CECOM
contracting personnel in the development of Delivery Orders to support NVESD
requirements; insuring that the appropriate resources are available to the
technical cell leaders to perform their tasks; and for the delivery of
contracted requirements.
Diana Durbin, EOIR Technologies Inc. Executive VP
Ms. Durbin has over 25 years of human relations, education, training, operating
and management experience in the private and public domain. Her expertise
includes positions in counseling, facilitation, education, operations and
management. She has held a variety of leadership and management positions
focused on formulation of creative process innovation and strategic planning.
She also has extensive experience in developing enhanced and responsive
personnel and administration systems. She currently serves as the Executive Vice
President of EOIR Technologies for administrative services.
Mark Coleman, EOIR Technologies Inc. Director of Business Development
Mr. Coleman has extensive experience in the development and management of
military training systems and currently serves as the Director for Business
Development of EOIR. As the leader of the Business Development staff, Mark
identifies and pursues new business opportunities to assist in the growth of the
company. He develops and implements a variety of marketing tools to introduce
and advertise the capabilities of EOIR Technologies to targeted audiences,
identifies requirements from potential customers, and negotiates business terms
and conditions for final contract agreements.
Richard Robison, EOIR Technologies Inc. Program Manager
Mr. Robison has over 25 years of defense industry experience managing widely
diverse military and military/civilian programs. He currently serves as Program
Manager and Senior Curriculum Developer supporting the National Imagery and
Mapping Agency (NIMA) and the Defense Acquisition University (DAU). His current
programs provide hyper-spectral imagery analysis, technical training, curriculum
development and accreditation support.
David Bonzo, EOIR Technologies Inc. Director, Tactical Sensors Support
Mr. Bonzo has extensive experience in sensor data collection platforms, imagery
analysis and as a technical program manager for DOD contracts. He presently
serves as the Director of the newly formed Tactical Sensors Support Division for
EOIR. The Tactical Sensors Support Division supports the Naval Surface Warfare
Center, Dahlgren Division (NSWCDD), the Marine Corps Systems Command (MARCORSYSCOM),
and the Army Research Laboratory (ARL).
Diane Deterline, EOIR Technologies Inc, Director of Software R&D
Ms. Deterline has extensive experience working as a database developer and
statistical programmer and currently serves as the Director of R&D Software
Systems and Prototyping for EOIR. She leads EOIR's Systems Integration, Modeling
and Simulation efforts for Army, Air Force, and Joint Services customers.
